The approval department for the closed, idle or dismantled garbage disposal facilities was revised to the “People's Government Environmental Health Administrative Department” (previously required by the environmental health authorities and the environmental protection department for approval).
Fifth revision (2018):
The revised draft emphasizes that it is clear that “harmlessness” is the premise of “resources” and proposes “to minimize the amount of landfill disposal”, and the source reduction and resource utilization become the trend.
It is proposed that solid waste should be included in the management of pollutant discharge permit, emphasizing the main responsibility of waste generators, and not transferring with solid waste transfer. Listed companies need to disclose information on prevention and control of solid waste pollution.
The introduction of hazardous waste compulsory insurance, participants include hazardous waste collection, storage, transportation, utilization, disposal units. It is forbidden to import solid waste, that is, the total ban on imported foreign garbage has been legally confirmed. Implement a differentiated garbage charging system based on the producer's payment principle. Add a waste classification system, strengthen local government responsibilities, and provide legal support for the follow-up implementation plan of the Domestic Waste Classification System.
